Palmer Milton Oistad was born on May 10, 1922, the son of John and Albertina (Fredrickson) Oistad, in Strandquist. He was baptized and confirmed in the Lutheran faith. He grew up and attended school in Strandquist and graduated from Karlstad High School in 1940. He served with the US Air Force in Africa during World War II.

His last career was as a real estate agent for Century 21. He and Marjorie operated this business, selling many properties in the Karlstad area. Palmer was a member of the First Lutheran Church of Karlstad and of the church council, a retired member of the Karlstad Fire Department, and a charter member of the Karlstad Lions. He was active in the Karlstad Civic and Commerce, and especially loved sports of all kinds. The Minnesota Twins and Vikings were always a favorite pastime, as was the Karlstad Golf Club.
